Background:
The Crown Mountain Park and Recreation District was authorized by voters in November, 2002 and formally established in 2003. The District is operated according to the District Service Plan which can be found on the District's website (www.crownmountain.org). An amended Planned Unit Development (PUD) Plan was approved in 2004. That Plan determined the future development of park facilities, many of which have been installed over the last 5 years. The property where the Park is located is a 124-acre parcel in El Jebel, Colorado, approximately 7 miles east of Carbondale, Colorado, and 5 miles west of Basalt, Colorado. The parcel is located on Valley Road just south of Highway 82. It is bordered on the west by U.S. Forest Service property; to the south by the Roaring Fork River; and to the east by the Sopris Village subdivision. The property is the former site of a USDA Forest Service Tree Nursery. It is generally flat but slopes gently from the north to the south. In 2001-2 Eagle County constructed a Community Center, which includes County offices and meeting rooms, on the northeast corner of the property. A general map of the vicinity and a detailed map of the District property showing the approved PUD development plan, is attached. The Crown Mountain District manages the Park under a long-term lease from Eagle County, which has retained ownership of the entire property. The area under lease to the Crown Mountain District is approximately 60 acres in size.
The District's Vision and Goals Statement is as follows:

The Crown Mountain Park and Recreation District is a living, evolving entity that respects both land and people. The purpose of the District is to create a community legacy by providing parks and recreation. The District fosters a sense of place, provides opportunities and places for community gathering, and provides diverse, equitable and safe recreation opportunities for all, through creative collaboration.
GOALS STATEMENT:
- Create environmentally responsible recreational opportunities for groups and individuals
- Develop park and recreational amenities to meet community needs
- Enhance open space
- Manage and maintain amenities, programs and lands
- Create ongoing opportunities for community interaction and sharing
- Enhance existing partnerships, and create new and productive partnerships, with existing recreational and community groups
- Continue, nurture and enhance existing intergovernmental partnerships
- Seek out new opportunities for volunteerism, cooperation and collaboration with organizations and individuals
- Develop productive and mutually respectful relationships between and among the District Board, staff and community
- Plan effectively for future and long-term activities
- Pursue new and alternative sources of funding and other resources
- Integrate programs, policies and projects with local land-use decision-making
